Jacob Charles Starks, Jr. was born on December 12, 1937, in Madison, Arkansas, to Jacob Starks, Sr. and Louvenia Starks. He was preceded in death by his parents.
Jacob confessed Christ at an early age and was baptized at Madison Light Baptist Church in Madison, Arkansas. He remained a faithful member until relocating to San Francisco, California to join the armed forces.
On December 28, 1959, he married the love of his life, Arlene. Their union was blessed with three children.
Jacob graduated from Lincoln High School in Madison Arkansas 1955. He then attended the University of Arkansas, Pine Bluff. While attending college, he was initiated into Alpha Phi Alpha Fraternity, Inc. in 1956. He graduated in 1959 with a Bachelor of Science degree. He went on to attend Governors State University where he earned a Master of Arts in Business Education in 1975.
After some years in the military, Jacob began his career at the University of Illinois, Chicago (UIC) in 1963 as a technician at the blood bank. He held a variety of administrative positions, retiring in 1995 as the Assistant Hospital Director. Shortly after retirement, Jacob became the first Executive Director of Interfaith House. He served in that capacity from 1994 to 2004.
Jacob was a naturally outgoing person. He had a contagious smile and a deep love for people. He was known for his generosity and unwavering spirit. If you needed help, Jacob wouldn’t hesitate to offer his time and resources.
Jacob departed this life on Saturday, May 24, 2025, at the golden age of 87.
He leaves to cherish his memory: his beloved wife of sixty-five years, Arlene, his three children Darryl (Valerie), Gregory (Kristine) and Felicia, four grandchildren, Darryl Starks, Jr. Tiffany Starks, Isaiah Starks and Faith Turner; two brothers: Waymon Starks (Cheryl) and Spraggs Benson (S.B.) Starks. He also leaves behind a host of nieces, nephews, cousins, extended family, and dear friends.
Jacob’s life was a testament to love, laughter, resilience, and generosity. His presence will be deeply missed, but his legacy lives on in the hearts of those who knew and loved him.
